001 — The Thesis

"Democracy was invented on this coast. We came back to build the next one."

ZuKaş is a Zu — a Zuzalu-network pop-up village on the Lycian shore. For 16 days, crypto OGs, builders, researchers and founders live, build and self-govern together where proportional representation was first invented.

Vitalik Buterin keynoted Season 01. Builders from across the globe gathered in one of history's earliest democratic landscapes to stress-test governance where it began. Season 02 — The Crucible — raises the stakes.

Montesquieu called the Lycian League "the most perfect constitution of antiquity." We're running quadratic voting in the same landscape.

003 — The Legacy

2,600 Years of
Governance Innovation

The Lycian League (168 BC) was history's first known proportional representation system — a federation of 23 city-states that inspired the American Founding Fathers. Kaş (ancient Antiphellos) was one of those cities.

When we run quadratic voting in the same amphitheatre where Lycians debated proportional representation, we continue a conversation 2,600 years in the making.

"In 1787, James Madison cited the Lycian League at the Constitutional Convention — arguing its system of proportional representation should be the model for the new American republic."

006 — The Location

Kaş, Antalya, Turkey

Kaş — ancient Antiphellos — is a small Mediterranean town of around 8,000 on the Lycian coast: whitewashed stone houses, turquoise bays, and bougainvillea-lined lanes. Its Hellenistic theatre, cut to seat 4,000 with the open sea as its backdrop, is a five-minute walk from the center. Antiphellos held a vote in the Lycian League — and Patara, capital of the League and home to the world's oldest parliament, is about 40 minutes west.

007 — Why Kaş?

A small town with
an outsized history.

🏛

Cradle of Federal Democracy

Antiphellos (Kaş) was a voting member of the Lycian League. Its parliament — the world's oldest — sits at Patara, ~40 minutes west.

👩‍💻

Active Builder Ecosystem

Permanent Web3 spaces, coworking hubs, and an international community since 2021.

🌊

Nature as Infrastructure

Sea, mountains, the Lycian Way. Deep work comes naturally.

✈️

Accessible

Dalaman 2.5h, Antalya 3.5h. Direct flights from most European cities.

💰

Affordable

A full month here costs less than a week in most conference cities.

🤝

Safe & Welcoming

A walkable town of 8,000. Turkey's digital nomad visa makes long stays easy.

008 — The Curriculum

16 Days. 4 Pillars.

Full program drops August 2026.

🔐

Privacy & Security

Cryptography, ZK systems, and the defensive stack for sovereign communities.

🏛

Governance & Plurality

Quadratic voting, MACI, and mechanism design in the birthplace of proportional democracy.

🛡

d/acc

Defensive acceleration — technology that favors defense, resilience, and human agency.

🌊

Phygital Commons

Bridging physical place and digital coordination into living, durable commons.

009 — Experiment & Discuss

True
Representation.

The Lycians built representation by proportion. We extend it with epistemics. The Grounding Engine is an AI auditor that stress-tests every proposal against real physical and financial limits, then opens it for discussion — so the community decides with full information. It advises; the crowd always decides.

01

Proposal Submitted

Any resident can submit a governance proposal to ZuGov.

02

Audit & Discuss

The Grounding Engine scores the proposal, flags contradictions, and opens the floor for discussion.

03

Community Decides

Residents vote with full epistemic context — transparent, informed, and theirs alone.

010 — The Philosophy

From e/acc to w/acc.

e/acc
Build faster.
d/acc
Defend harder.
w/acc
Ground deeper.

e/acc brings speed. d/acc brings resilience. w/acc adds the layer both deserve — wisdom.

w/acc is wisdom acceleration — epistemic quality as core infrastructure, truth as a first-class feature. Ancient Lycian governance, recompiled with modern cryptography.
